2025 Priorities

The National Hispanic Media Coalition (NHMC) is committed to advocating for Latino communities—fortifying belonging, celebrating our culture, and affirming our shared humanity. Our 2025 policy agenda is more than just a plan for change, it is a bold call to action, ensuring that Latino voices and experiences are not only heard but placed at the center of every aspect of society.

The stakes for NHMC and our nation are higher than ever as we approach 2025. This year marks a pivotal moment in the pursuit for justice, equity and opportunity, particularly for Latino communities.

Our theme of 2025, “Fortifying Human Rights and Building Power” is a rallying cry to not just protect the human, digital, and civil rights that will be under attack, but demand even more from the powers that be. We must ensure that systems, institutions, and policies work for all people—especially those who have been historically and intentionally marginalized – no matter the political climate.

That involves both preserving the progress already made, but also urging more from our leaders, and educating communities around the country on what equity really means. 

At NHMC, we’re holding our nation’s leaders accountable by pushing for policies that invest in the working class and tackle the root causes of disparities, ensuring every decision reflects a true commitment to justice and equity. With a commitment to the culture, humanity, and belonging of the Latino community, it’s time for our contributions, values, and strength to be fully recognized and celebrated. Through education, engagement, and awareness, we are unlocking Latino potential and ensuring that our culture’s rich legacy becomes a driving force in shaping the future of the United States.

We believe true dignity is reflected in how society values and treats us, and we carry this principle in everything we do. While we support freedom of speech, we also stand firm against information fraud and hate speech, especially the harmful anti-immigration rhetoric that seeks to divide us. In 2025 and beyond, we will continue to pursue a future where Latino voices lead the way, our communities are embraced with dignity, and everyone has the freedom to thrive.

Defending Equity

Upholding access, literacy, and justice as human rights
In 2025, we’re doubling down on our mission to close the digital divide, ensuring that no family is forced to choose between basic needs and their right to be connected. Central to this mission is safeguarding children's basic right to receive a good education by ensuring they have reliable internet access and the tools to thrive in a connected world. 

We’re also championing their right to not be harassed online, combatting online harassment and protecting young people from digital harm. Through bold advocacy for Digital Equity Action Plans, we’re addressing systemic inequities while protecting privacy and holding platforms accountable to amplify diverse voices, not silence them. 

We’re standing up for independent journalism, fortifying a free and open internet, and pushing for ethical AI development that centers communities of color. Together, we can create a future where technology is a tool for opportunity, empowerment, and dignity for all.

Harnessing Artificial Intelligence

Harnessing AI responsibly to drive innovation, success, and equity.
Artificial intelligence (AI) is shaping the future, and with its rapid development comes the responsibility to ensure these advanced technologies are both accessible and equitable. For Latino communities, AI presents opportunities to amplify voices, address systemic challenges, and create pathways for meaningful inclusion in decision-making processes. 

However, as these technologies evolve, we must be vigilant in protecting against biases and preventing harms that could disproportionately impact our community. By advocating for transparency, informing the public about the benefits and drawbacks, and ensuring unbiased implementation, we can harness AI as a powerful tool for empowerment and progress.

Demanding Accountability & Responsibility

Demanding Accountability from our Nation's and our Economy's Leaders
Latino communities are consistently overlooked by those in power. The decisions made by our leaders can negatively impact marginalized communities for generations. 

Defending human rights begins at the top, and NHMC’s theory of change includes holding leaders accountable, preserving online safety for children, ensuring that populations have access to information that is critical and relevant to their communities, and countering information fraud with an Information Education Movement, sharing resources and factual information to encourage responsible consumption of digital information.

Accurate representation is vital for promoting diversity and inclusion. Historically, Latino voices have been overlooked and excluded in decision-making processes, leading to policies that fail to address the unique problems of our communities.

Defending Equity

In 2025, NHMC is doubling down on our mission to create a more equitable and inclusive digital world. At the heart of our work is a simple but powerful belief: access to the internet is a fundamental human right. Yet, too many families are forced to choose between staying connected and meeting their basic needs. That’s why we’re championing critical programs like the Universal Service Fund (USF) and Affordable Connectivity Program (ACP), both of which face significant challenges. ACP is currently unfunded by Congress, and USF is under attack in numerous, ongoing court proceedings that could impact its future. We're also empowering Latino communities through bilingual digital literacy programs, helping people navigate technology, stay safe online, and explore the future of tools like Web3 and Blockchain. And we’re not stopping there; NHMC is actively shaping the implementation of federal and state Digital Equity Action Plans to tackle systemic disparities head-on.
But equity goes beyond access. We’re taking bold steps to combat online harassment and hate speech that target marginalized communities, while advocating for reliable internet access, stronger privacy protections, and enforcement against digital discrimination that safeguards children’s basic right to receive a good education and the tools to thrive in a connected world. We’re also championing their right to not be harassed online, combatting online abuse and protecting young people from digital harm. The stakes could not be higher—children are increasingly being harassed online, leading to devastating consequences, including rising rates of suicide. Without access to high-speed broadband, many children are also being denied an equal chance at an education, leaving them further behind in an already inequitable system. It’s a crisis we cannot ignore, and we must act now to secure their safety, well-being, and future.
NHMC is also standing up for freedom of speech, working to ensure that platforms adopt fair and transparent content moderation practices that amplify, rather than silence, diverse voices. At the same time, we’re defending independent journalism and public media to tell the stories that matter most to underrepresented communities. And as artificial intelligence reshapes our world, we’re pushing for ethical development and accountability to reduce biases and harms that disproportionately affect communities of color.

Advocate for Internet Access as a Human Right to close the digital divide and ensure no family has to choose between essential needs and critical internet access.

Secure Funding for Connectivity Programs and supporting initiatives like the Universal Service Fund and Affordable Connectivity Program to connect millions of families nationwide.

Enhance Digital Literacy through bilingual educational programs that empower communities with skills in technology, online safety, and emerging tools like Web3 and Blockchain, while promoting equity and sustainability.

Shape Digital Equity Action Plans by working to ensure federal and state plans address Latino disparities, leveraging the Bipartisan Infrastructure Act to create a more inclusive digital future.

 

Protect a free and open internet for all.

Combat Online Harassment to protect marginalized communities from targeted abuse, hate speech, and information fraud campaigns.

Protect Privacy and Data Security by supporting comprehensive privacy laws that prevent the misuse of personal data, particularly for vulnerable populations.


Advocate for stronger enforcement against digital discrimination.

Defend Platform Accountability Without Censorship by advocating for balanced approaches to platform accountability that address harmful content without undermining free expression, such as transparent algorithmic practices and content moderation standards.

Safeguard Marginalized Voices Online by pushing for policies that ensure marginalized groups are not disproportionately silenced or excluded by automated systems or biased content

Protect Independent Journalism by supporting funding mechanisms for independent media outlets and nonprofit journalism to safeguard against undue political or corporate influence.

Promote Access to Public Media by pushing for equitable funding of public broadcasting services that prioritize diverse and underrepresented voices in media content.

Demanding Accountability & Responsibility

In 2025, NHMC is dedicated to demanding accountability and responsibility, especially from those trying to harm marginalized communities. Holding those in positions of power accountable is not just a responsibility—it's a moral obligation for NHMC. Those who hold power must represent all the people they serve, ensuring that consumers and constituents alike are protected and prioritized.

With this pillar, we actively confront the challenges of government and corporate accountability. As institutions with the ability to shape our society, it is imperative that they remain devoted to the American public and demonstrate the values of culture and belonging. As we have already seen rollbacks in corporate diversity, equity, and inclusion programs, we’re advocating for these companies to stay committed to marginalized communities.

Furthermore, NHMC wants to cultivate a healthy and honest relationship between media and the public. Through this pillar, we can uplift responsible journalism and counter information fraud to ensure that the information reaching the people is as accurate as possible. Our goal is to lead an Information Education Movement that uplifts everyone.

At a time of political polarization, our commitment remains steadfast to the people. We will hold leaders—whether in government or in technology—accountable for their impact on those most often overlooked, ensuring that their actions reflect a positive and meaningful change for all.

This year, NHMC will focus on the following priority issues and actions:

Government Accountability
Ensure that elected government officials cater to all constituents by advocating for marginalized communities in the spaces that exclude and overlook them.
Responsible Journalism
Educate both English and Spanish media outlets and local news organizations to responsibly and ethically cover sensitive issues by illuminating the dangers of incautious reporting.
Countering Information Fraud With Information Education
Amplify and continue to update our Information Fraud Guide by monitoring and illuminating the developing topics used to target marginalized communities disproportionately.
Media Mergers
Assess and evaluate media mergers by engaging with government agencies, officials, and corporations to guarantee protections for employees while striving to maintain a diverse, equitable media landscape.
Corporate Responsibility (platform accountability)
Promote and uphold corporate practices that respect the rights and dignity of Latinos and other historically and intentionally marginalized communities by collaborating with company executives.
Data Security and Kids’ Online Privacy
Ensure the online safety of individuals with a special emphasis on safeguarding kids’online privacy and maintaining data security by strengthening protection policies and practices.

Preserve online privacy and safety for children and ensure that populations have access to information that is relevant to their communities.

Upholding Latinos’ Seat at the Table

At NHMC, we believe that uplifting Latino voices in the media is a necessary tenet of achieving equity and justice. Empowering Latinos in creative fields, increasing ownership of media by Latinos, and encouraging representation of Latinos in corporate, government, and non-profit executive leadership are essential for reclaiming our narratives and ensuring that our stories are told authentically. With this pillar, our commitment extends across industries, ranging from streaming and publishing to gaming and music, where the power to shape narratives rests with those who truly understand the experiences they represent.

Our vision for 2025 includes expanding our programs and continuing to foster the next generation of Latino media talent through initiatives like the Careers in Entertainment Youth Program. By expanding initiatives such as the Series Scriptwriters Program, and the Latinx Stream Showcase, and Media & Policy Advocacy Fellowship Program we continue to empower emerging talent to showcase their unique stories. Additionally, our Media Guide, “Seeing Beyond the Stereotypes: Telling Authentic Latine/a/x/e Stories,” will remain a valuable resource for ensuring a respectful and accurate representation of Latino communities.

Latino Representation in Publishing

Continue to lead the Latino Representation in the Publishing Coalition.

Promote and advocate for greater Latino representation and ownership in Publishing.

Advocate against book bans that harm the Latino publishing community.

Latino Representation in Gaming

Continue to lead the Latino Representation in the Gaming Coalition.

Foster the Latino gaming community.

Raise awareness about Bias in the gaming industry.Partner with industry leaders to promote accurate representation and amplify Latino voices.

Latino Representation in Corporate Media and Executive Leadership

Advocate for increased Latino representation in executive leadership roles within the media and entertainment industry.

Champion initiatives that provide mentorship and networking opportunities for Latino talent.

Latino Representation in Hollywood (Entertainment)

Advocate for the inclusion and production of diverse and authentic Latino stories.

Continue to push for equitable representation in front of and behind the camera, along with C-Suite positions and members of the Board of Directors.

Highlight Latino productions and creative work in film and entertainment through our platforms.

Education & Workforce Development

Invest and expand the Careers in Entertainment Youth Program.

Promote the Series Scriptwriters Program to foster Latino talent in scriptwriting.

Continue to distribute the NHMC Media Guide, Seeing Beyond the Stereotypes: Telling Authentic Latine/a/x/e Stories,” and conduct one-on-one sessions with executive leadership.

Update and disseminate to a broader audience, NHMC’s Information Fraud Guide, “Seeing Beyond Information Fraud: Practical Transparency - A Guide for the Informed Individual.

Further develop our college graduate Policy & Media Fellowship Program.

Artificial Intelligence as a Tool

Educate Latinos on using AI as a tool for their careers.

Provide resources, training, and workshops to empower individuals to understand and leverage AI technologies in their creative processes, helping people innovate and stay ahead in a rapidly evolving industry.

Media Ownership

Advocate for better access to broadcast licenses and funding for Latino individuals and organizations.

Champion greater Latino ownership in the media.

Artificial Intelligence

As artificial intelligence continues to advance, its implications for society are extensive. NHMC is committed to ensuring that AI technologies are developed and deployed in ways that are ethical, transparent, and accountable. The power of AI should be harnessed for the greater good, and it is our responsibility to ensure that its evolution and implementation does not perpetuate existing inequalities. We will continue to work with our elected officials to be knowledgeable about these technologies so that we can take proactive steps to ensure that our communities are safe from any potential harm that is not covered in design.

In the upcoming year, we will take the lead in meeting with developers and other key stakeholders to advocate for the needs and concerns of our communities, with a strong focus on fairness, transparency, and inclusion. This includes ensuring AI systems empower rather than endanger creatives, promoting policies that support re-skilling of displaced workers, and the creation of new roles that synergize with AI technologies.

Our goal is to develop accountability within the AI industry to ensure their innovations respect the rights of Black, Brown, and other historically and intentionally marginalized communities. Additionally, we will work to ensure that our communities have the skills to leverage these advanced technologies so that their benefits can be spread far and wide.

Promote the ethical implementation of AI in our society.

Raise awareness about the potential benefits and risks of AI, focused on educating marginalized communities.

Focus on reducing AI biases and harms that disproportionately affect Black, Brown, and other historically and intentionally marginalized communities.

Advance policies that facilitate the re-skilling of displaced workers and foster the development of new roles aligned with the integration of AI technologies.

Advocate for transparency and oversight to reduce harmful biases and ensure fairness in the development of AI systems.

Hold tech companies and policymakers accountable for creating/allowing AI systems to have potential harms or discrimination against Black, Brown, and other historically and intentionally marginalized communities.

Encourage AI developers to create and foster partnerships with Latino consumers that offer transparent and educational resources. 

Encourage and support policies and incentives that ensure AI systems empower rather than endanger creatives

Equip Latino communities with the knowledge and skills to leverage AI technologies for personal and professional growth.

Bridge the digital divide by fostering active engagement with AI

Encourage partnerships between Latino creators and AI developers to make sure that those who are interested in using AI, have access and benefit from it
