On March 27, 2019, Francella Ochillo, the National Hispanic Media Coalition’s Vice President of Policy & General Counsel, presented on baseline requirements for federal privacy legislation at Access Now’s Data Privacy Summit. The conference included a series of panel discussions with speakers from various ends of the political spectrum. They discussed the state of the data ecosystem and need for a legislative response. Privacy experts highlighted areas of disagreement that need to be addressed in order to draft comprehensive data management regulations. Specifically, Ms. Ochillo discussed ways to include voices from underrepresented communities, especially communities of color that continue to be targets of digital harms including hate speech campaigns, voter suppression efforts, housing and employment discrimination.
